The United States must support the right of the Cuban people to look for, receive, and share information by any kind of media, in line with article 19 of the Universal Declaration of Human Rights. The law says TV broadcasting to Cuba can be a useful way to give Cubans accurate news and ideas, especially about Cuba. TV services to Cuba must follow U.S. foreign policy and high professional standards. They must meet Federal Communications Commission rules and must not hurt U.S. broadcast quality. The Voice of America already sends balanced information, but there is also a need for TV news and commentary about events in Cuba and elsewhere to help support freedom in Cuba.
