Creates a three-person Foreign Claims Settlement Commission: a full-time Chairman and two part-time members. The President, with Senate approval, picks all three. The Chairman serves a three-year term and is paid at the Executive Schedule level V rate under section 5316 of title 5. The two part-time members also serve three-year terms, are paid per diem at the level V daily rate when working, and get travel pay under section 5703 of title 5. The first people appointed after the rule took effect get staggered end dates: the Chairman’s term ends September 30, 1982, and the two members’ terms end September 30, 1981, and September 30, 1980, respectively. Members serving on March 14, 1980 may keep serving until their appointed terms end.
