Sets clear meanings for key words used in this part of the law. Person means an individual, a partnership, an association, other unincorporated groups, a corporation, or a governmental body. National of the United States means a person who is a U.S. citizen or who owes permanent loyalty to the U.S., or a company formed under U.S. laws if U.S. nationals own directly or indirectly more than 50 percent of its stock or beneficial interest; it does not include aliens. Treaty of peace means the peace treaty signed at Paris on February 10, 1947, that took effect with the United States on September 15, 1947. Memorandum of Understanding means the U.S.–Italy agreement about Italian assets and certain U.S. claims signed in Washington on August 14, 1947 (61 Stat. 3962). Soviet Government means the Union of Soviet Socialist Republics, including its former or present republics, political parts, and territories, as it existed on or before November 16, 1933. Litvinov Assignment refers to three documents: the November 16, 1933 message from Maxim Litvinov to President Franklin D. Roosevelt assigning certain amounts to the U.S., the November 16, 1933 reply from President Roosevelt accepting that assignment, and the asset assignments signed by Serge Ughet on August 25, 1933 and November 15, 1933. Russian national covers any company or business set up under the laws of the old Russian Empire or its successor governments that was later nationalized, dissolved, had assets taken by the Soviet Government, or was merged by the Soviet Government. Commission means the Foreign Claims Settlement Commission of the United States, created under Reorganization Plan Numbered 1 of 1954 (68 Stat. 1279). Property means any property, right, or interest.
