Defines key words used in this part. "National of the United States" means a U.S. citizen or an entity set up under U.S., State, D.C., or Puerto Rico law when U.S. citizens directly or indirectly own 50 percent or more; it does not include aliens. "Commission" means the Foreign Claims Settlement Commission. "Property" means any property, right, or interest (including leaseholds) and debts owed by Cuba or the Chinese Communist regime or by enterprises they seized, including debts on seized property. "Government of Cuba" and "Chinese Communist regime" include subdivisions, agencies, or other parts.
