Defines words used in this subchapter, including "national of the United States." "Commission" means the Foreign Claims Settlement Commission of the United States. "Property" covers property, leaseholds, and debts of businesses nationalized, expropriated, or taken by the German Democratic Republic without restoring or adequately compensating former owners. "German Democratic Republic" includes its government and parts it controls. "Claims Fund" is a special Treasury fund made of payments that the German Democratic Republic may pay the United States under settlement agreements.
