The Commission must accept and decide, under applicable law including international law, claims by U.S. nationals against Vietnam for losses from nationalization, expropriation, or other takings (including special measures) of property that on the date of the taking was wholly or partly, directly or indirectly, owned by U.S. nationals who received no restoration or adequate compensation. Claims must be filed during a period the Commission announces in the Federal Register. That filing period starts on the publication date, cannot be longer than two years, and the notice must be published within 60 days after December 28, 1980, or within 60 days after Congress provides Commission funding for administrative expenses, whichever is later.
