The Secretary of the Treasury may create a Claims Fund in the U.S. Treasury to pay unresolved claims by U.S. nationals against Vietnam under this subchapter. When money is put into that Fund, the Secretary must take 5 percent of it to repay the U.S. government for costs the Commission and the Treasury Department had running the program. The taken money is returned to the Treasury as miscellaneous receipts.
