No one may be paid more than 10 percent of the total award for helping a claimant with a claim filed with the Commission under this subchapter. Any agreement that says more is illegal and has no effect. Whether in the United States or elsewhere, anyone who asks for or takes more than 10 percent is guilty of a misdemeanor and can be fined up to $5,000, jailed for up to twelve months, or both.
