An arbitration award under the Convention becomes a right under U.S. treaty law. Its payments must be enforced like a final state-court judgment; the Federal Arbitration Act does not apply, and U.S. district courts (including courts in section 460 of title 28) alone may decide enforcement, whatever the amount.
