The President must, when giving aid to Yugoslavia, keep checking three things: that Yugoslavia stays independent; that it is not taking part in any plan to spread Communism worldwide; and that giving the aid serves the national security of the United States. The President must also keep the Senate Foreign Relations Committee, the Senate Appropriations Committee, and the Speaker of the House of Representatives fully and continuously informed about any assistance provided under this chapter.
