Summary

The Secretary of State must set up and run in Hawaii an educational center called the Center for Cultural and Technical Interchange Between East and West. The Secretary may do this by working with public, educational, or nonprofit groups. The Secretary must give grants, fellowships, and other payments to top scholars and to qualified students from Eastern and Western countries so they can come to the Center for study or training. The Center’s facilities must also be made available to other qualified people.

In order to carry out the purpose of this subchapter the Secretary of State (hereinafter referred to as the “Secretary”) shall provide for— (1)
(2)grants, fellowships, and other payments to outstanding scholars and authorities from the nations of the East and West as may be necessary to attract such scholars and authorities to the Center;
(3)grants, scholarships, and other payments to qualified students from the nations of the East and West as may be necessary to enable such students to engage in study or training at the Center; and
(4)making the facilities of the Center available for study or training to other qualified persons.
