Summary

Create an International University for the Americas to mark the 500th anniversary of Columbus’s arrival and to help bring the countries of the Western Hemisphere closer together economically and politically. The Secretary of State, talking with other governments in the region, must pick a site in the Americas that is easy for people to reach. The chosen country must show it supports economic integration and democratic values and must agree to give some help, in money or other support. The Secretary must write rules so faculty and students come from all Western Hemisphere nations and the curriculum builds skills for regional economic ties and democracy. Annual reports under section 1738m of title 7 must include progress on the site and design. Up to $500,000 from U.S. aid for Latin America and the Caribbean may pay for site location and design.
