Creates a trust fund in the U.S. Treasury to support the International Center for Middle Eastern-Western Dialogue. The fund’s income must pay for the Center’s efforts to promote dialogue and scholarship in the Middle East. It may receive donations from government or private sources. The Secretary of the Treasury must invest the money only in interest-bearing U.S. government securities or securities fully guaranteed by the U.S. Interest and sale proceeds stay in the fund and can be used any year. Each fiscal year, the Center may spend the interest and earnings credited to the fund for its operations. Additional sums may be added to build a permanent endowment without yearly limits. The U.S., through the State Department, keeps ownership of the Palazzo Corpi in Istanbul, and the Secretary of State must maintain the Center there.
