When the Angel Watch Center sends a written notice that someone is a covered sex offender, the State Department must act. The Department cannot give a passport to that person unless the passport has a visible mark showing they are a covered sex offender. It can also cancel a passport already issued without that mark. If the Angel Watch Center later sends a written notice saying the person no longer must register, the Department may reissue a passport without the mark. Moving or living abroad is not a reason to remove the mark. covered sex offender — a person who meets the sex-offender definition and must register. unique identifier — a visible mark on the passport showing the person is a covered sex offender. passport — a passport book or passport card. The State Department can ask applicants if they are registered sex offenders. The State Department, Homeland Security, and the Attorney General and their workers are not liable for actions taken under this rule. The rule only starts after those three officials certify the required process is in place.
