Creates a Human Rights and Democracy Fund run by the Assistant Secretary of State for Democracy, Human Rights, and Labor. The Fund pays for defending human rights, helping victims, responding to human-rights emergencies, promoting democracy (including support for nongovernmental groups abroad), and other related activities. For fiscal year 2003, $21,500,000 is authorized for the Fund from money under the Foreign Assistance Act of 1961 and is also treated as provided under section 116(e) of that Act. Of that total, $1,000,000 is for the Documentation Center of Cambodia to document Khmer Rouge atrocities, and $500,000 is for work honoring Father John Kaiser on ethnic conflict, government accountability, and human rights (may be called the Father John Kaiser Memorial Fund).
