Congress says that stopping illegal drug farming must include helping the very poor people who grow those crops by giving them other ways to earn a living. When the United States plans foreign aid, the main U.S. development agency must give priority to projects that reduce drug growing by creating broader economic and development opportunities. That agency may also spend money to raise awareness about the harms of producing and trafficking illegal drugs in source and transit countries. It must work closely with other U.S. agencies and share its development expertise in overseas drug-control efforts.
