Title 22 › Chapter CHAPTER 32— - FOREIGN ASSISTANCE › Subchapter SUBCHAPTER I— - INTERNATIONAL DEVELOPMENT › Part Part I— - Declaration of Policy; Development Assistance Authorizations › § 2151x–2
The President can give economic aid to a country that is a major coca-producing nation to help it grow, process, or sell other crops and products so it becomes less dependent on drug-related crops. The President can do this even if other laws would normally limit how those aid funds are used. That waiver covers laws including sections 521, 546, and 547 (but not section 510) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990, and similar later rules. "Economic assistance" means development aid and the economic support fund under the Foreign Assistance Act of 1961 (chapter 1 of part I, and chapter 4 of part II).
