The President can give help to other countries, either directly or through NGOs and international groups, to meet basic standards for eliminating trafficking (see section 7102 for the definition). This help can pay for things like writing laws to ban and punish trafficking; investigating and prosecuting traffickers, including in cases of sexual exploitation; building and running victim protection programs and facilities; and expanding exchange programs for government and NGO staff who fight trafficking. Funds already set aside under subchapter I (including part IV of subchapter II) and the Support for East European Democracy (SEED) Act of 1989 may be used for this help, and the aid may be provided even if section 2420 would otherwise limit it.
