The Secretary of State, working with the USAID Administrator, must make sure all relevant staff and contractors who work in or go to places at risk of, in, or coming out of violent conflict get training. That includes special envoys, mediation or negotiation team members, civil and foreign service staff, and contractors. The training must cover three things: preventing and resolving conflict, protecting civilians from violence, exploitation, and trafficking, and basic international human rights and humanitarian law. Each topic must include a clear focus on women and on making sure women can take part meaningfully. The Secretary of Defense must make sure military and other relevant personnel get training too. That training must teach conflict prevention, peace processes, and security work that stresses why women’s meaningful participation matters; gender issues and women’s participation, including relevant human rights and humanitarian law and ways to protect civilians from violence, exploitation, and trafficking; and practical strategies and best practices for ensuring women can participate meaningfully.
