The President must create a permanent Board for International Food and Agricultural Development with seven members, at least four of whom must come from universities. The President sets members’ terms and may pay their travel and other expenses as needed. The Board helps plan, develop, run, recommend, and monitor the programs described under section 2220b. The Board must help make rules for reviewing and selecting projects, keep a current list of universities that can work on international agricultural and natural resource problems, suggest which developing countries could benefit, review memorandums and agreements, check that activities follow the programs’ goals, recommend how funds under section 2220b should be divided, measure program impact and efficiency (including under the Governmental Performance and Results Act of 1993 (Public Law 103–62; 107 Stat. 285)), share information with NGOs, farmers, agribusiness, state agriculture agencies, and schools, resolve implementation issues when asked, and advise the Administrator. The President may allow the Board to create units such as a Joint Policy Committee and a Joint Operations Committee. The Board must be consulted on the annual report required by section 2220e and on related activities.
