The President may use any money provided under section 2151a to carry out the purposes of this part, and that money can be used without following the rules in sections 2151h(b) and 2151t(d). Foreign currencies the United States no longer needs, as the Secretary of the Treasury decides, should be used as much as possible instead of dollars. This assistance is in addition to other grants or allotments. Universities may accept and spend public or private funds for these purposes, but they must report all such pending and on‑hand funds to the Administrator as required by regulation, at least once a year.
