To join a debt-for-nature exchange, the head of USAID must decide three things. The country must be truly committed to the project’s long-term success. A long-term plan must exist or be made soon by the country or a private conservation group. A government agency or local NGO, or both, must be able and willing and have a record of caring for the environment to oversee the project.
