A grant can be made only after three things happen: the Administrator of the Agency for International Development gives final approval of the debt-for-nature exchange, a nongovernmental organization confirms the host government accepted the deal, and the commercial debt is agreed to be cancelled. These grants must add to, not replace, other U.S. aid under this or any law, and the U.S. government may not take ownership or any legal interest in foreign land as part of the exchange.
