The head of USAID must ask each government in sub‑Saharan Africa, working with conservation groups, to send a list of areas that are badly damaged and that threaten people’s survival, future growth, or are important for wildlife or ecosystems. USAID will review each list and try to reach an agreement with the country to restore those areas and use them in a way that lasts over time. USAID can give grants to NGOs so they can buy discounted commercial debt of an eligible sub‑Saharan country on the open market. In return, the country must promise to restore the listed natural areas or make plans for sustainable use. NGOs that get these grants may keep interest earned on the money from such debt‑for‑nature deals without sending it to the U.S. Treasury and without more congressional funding. That interest can be used for approved program work, including creating an endowment whose income supports the work.
