Summary

The Secretary of State must set up, keep, and make stronger an exchange program for government and non-government people in the United States and other countries. The program will teach and train people about reducing demand for the illegal use of covered synthetic drugs and other drugs. The program is only for people who have real experience in these topics. Incoming visitors can take part through State Department exchange programs, like the International Visitor Leadership Program, working with the bureau that handles international narcotics and law enforcement. The program must also send U.S. government and non-government people abroad. Up to $1,000,000 is authorized each year for fiscal years 2023 through 2027 to run the program.
