Gives the President $410,000,000 for fiscal year 1993 to carry out this part, on top of other aid for the independent states of the former Soviet Union. That money can be used until it is all spent. Up to 2% of those funds in a year can be moved into the Agency for International Development’s operating account to pay administrative costs, including paying the State Department for extra costs. To move more than 2%, the President must tell the appropriate congressional committees at least 15 days before, using the reprogramming notice rules in section 2394–1.
