The Department of Defense must not use its money to send defense equipment or services (except intelligence services) to another country or to an international group for certain peace or aid missions unless Congress is told 15 days before the transfer. The notice must go to the congressional defense committees, the House Committee on Foreign Affairs, and the Senate Committee on Foreign Relations. The rule covers UN peacekeeping or peace-enforcement actions under chapters VI or VII of the UN Charter that have a Security Council resolution, and any other international peacekeeping, peace-enforcement, or humanitarian operations. The 15-day notice must describe what will be sent, say how much it is worth, and for equipment or supplies say whether all military inventory needs (including reserves) are met and whether the items must be replaced and, if so, how the President plans to pay for replacements.
