The President may use $37,000,000 for fiscal year 1986 and $37,000,000 for fiscal year 1987 to carry out the program covered by this part. Those funds stay available until they are spent. If the President finds an unforeseen emergency and decides help under this part is important to U.S. interests, the President may move up to $15,000,000 in a year from funds for part IV to use here without the usual 20% limit. The President may also order up to $25,000,000 a year in commodities and services taken from any federal agency’s inventory for immediate help, plus an additional up to $25,000,000 a year specifically for immediate aid to Taiwan. The law also allows money as needed to repay the fund or account that supplied those goods and services.
