Up to $800,000,000 can be provided to the President to carry out this part. That money can be used until it is fully spent. If the Government of Israel agrees to pay whatever extra money is needed to finish the agreed construction work, and gives those funds in advance when the United States needs them, the President may sign contracts and commit U.S. money to finish the work. The President can only do this for amounts that Congress has approved in its spending laws. Money Israel provides can be added to the U.S. account to pay bills and can be returned to Israel if the President decides it is not needed. Israel may use credits, loan proceeds guaranteed under the Arms Export Control Act, or other financing to provide the extra funds.
