Starting in fiscal year 2007, the President must use at least one-quarter of the aid under this part to help friendly countries detect and stop cargo shipments tied to weapons proliferation that are headed to states of proliferation concern or to non-state actors. The Secretary of State must give priority to countries the Secretary finds are often used for such shipments. The President may make agreements, including reciprocal maritime deals, with other countries to help block these transfers. The Secretary of State must tell the House Committee on International Relations and the Senate Committee on Foreign Relations in writing within 30 days after naming any country for priority and explain why; the notice may be classified or unclassified.
