Summary

The President may provide education and training to military and civilian personnel from other countries to help them stop the spread of dangerous weapons. When possible, the training should be paid for on a reimbursable basis and will be given through special U.S. courses. The Secretary of State is in charge and can use other U.S. agencies to pick people and run courses. The training must be technical (showing how to detect, deter, monitor, interrupt, and counter proliferation), build better relations and understanding with friendly countries, and help those countries use their resources more effectively. Priority goes to people from countries the Secretary of State finds are often used to move proliferation-related cargo.
