Congress provided $162,000,000 to the President for fiscal year 2003 to carry out this part. Those funds can be used despite other laws, except section 2304 or 2371 of this title, and they remain available until fully spent. Money provided by the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2002, from the "Nonproliferation, Antiterrorism, Demining, and Related Programs" and "Assistance for the Independent States of the Former Soviet Union" accounts is treated as if made under this part. It covers four types of work: support from the Nonproliferation and Disarmament Fund; help for science and technology centers in the independent states of the former Soviet Union; export-control assistance; and export-control and border assistance under part XI of subchapter I or the FREEDOM Support Act (22 U.S.C. 5801 et seq.).
