Congress finds that more digital connections create new weak spots attackers can use, threatening the economy and national security. Rapid development and wide use of these technologies raise risks from accidents and attacks. Because they are made, traded, and linked worldwide, U.S. security depends on other countries’ cyber practices. Helping other countries and international groups build civilian cyber capacity can cut those risks and strengthen U.S. security.
