The Secretary of State must, working with other federal agencies as needed, review how well the U.S. can quickly provide emergency help to countries hit by major cyber or ICT incidents, find what limits that help, and make a strategy to improve coordination among agencies. Within one year after December 22, 2023, the Secretary must report the review results to the Senate Committees on Foreign Relations and Homeland Security and Governmental Affairs and to the House Committees on Foreign Affairs and Oversight and Accountability.
