The President must not provide U.S. aid or arms to any country that blocks or limits the transport or delivery of U.S. humanitarian help. He can make an exception for national security, but before doing so he must tell the Committee on International Relations, the Committee on Foreign Relations, and the House and Senate Appropriations Committees when the exception will start and why.
