Federal funds available to carry out this chapter or any other Act cannot be used to help sell M–833 antitank shells, or similar antitank shells that use a depleted uranium penetrating component, to countries except NATO members, countries designated as major non‑NATO allies under section 2403(q), and Taiwan. The President may allow such a sale if the President decides it is in the national security interest of the United States.
