When the U.S. gives military aid under this part, the Secretary of Defense must be in charge. They decide what military gear is needed, buy equipment so it fits with the services' programs, watch how the recipient countries use the gear, oversee training for foreign military members and related civilian staff, arrange moving and delivery of the items, and handle other Department of Defense tasks tied to military help, education, and training. The Secretary of Defense also sets the priorities for buying, delivering, and allocating military equipment.
