By May 1, 1979, the President must send to Congress and publish in the Federal Register rules to set up one personnel system for all employees of the agency that mainly runs part I of the Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.). While making the rules, the President must keep the relevant Congressional committees informed and meet with them regularly. The rules cannot take effect until 90 days after they are sent so Congress can review them. If either House passes a resolution in that 90-day period saying it disapproves, the rules do not take effect. Once they do take effect, the rules have the force of law and apply to that agency’s staff, overriding conflicting laws unless a law specifically says it overrides these rules.
