Do not make or help make a false claim for payment from these assistance funds. Do not present false claims to a bank, financial institution, or U.S. government official. Do not use false statements or documents (for example, contracts, bills of lading, or invoices) or any trick or scheme to get money for a contract paid with these funds. If you do, you must pay the United States 25 percent of any amount you tried to get but did not receive. You must give back any payment, loan, commission, or advance you did receive. You must also pay either $2,000 plus twice the damage the United States suffered, or 50 percent of the payment you received, whichever is larger, plus the government’s legal costs. The President can sue the person in any U.S. district court where that person lives or can be found. The President can send a registered-mail notice describing the claim and then withhold from money the government owes that person an amount equal to the refund, damages, and penalties claimed. That withholding is final unless the person sues the United States within one year after getting the notice. “Person” means an individual, corporation, partnership, association, or other legal entity.
