When the President must report to Congress, or to any committee or officer of either House, about a finding or determination under this chapter, the Foreign Military Sales Act (22 U.S.C. 2751 et seq.), or the Foreign Assistance and Related Programs Appropriation Act for each fiscal year, the President must put that finding in writing and sign it. No action based on the finding can start until it is written and signed. The signed finding must be published in the Federal Register as soon as possible. If publication would harm national security, only a short notice saying a determination was made and naming the Act and section will be published. Any committee or officer of either House must be given requested information about such a finding or determination, even if the formal report has not yet been sent.
