The AID Administrator must set up a program to pay for community-level infrastructure projects that ease the worst effects of poverty or protect and sustain the environment. The program must also consider the host country’s development needs and possible markets for U.S. goods and services. Working with AID technical staff, regional bureaus, and country missions, the Administrator will pick and fund projects in countries getting aid under part I of the Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.). Examples include basic sanitation, water systems and treatment, pollution control, and rural infrastructure. Projects must show measurable improvements in human and environmental health.
