Congress says the President and Congress must make U.S. policy on Korea together. If U.S. ground forces are cut back in the Republic of Korea, those reductions must happen slowly and in stages that protect U.S. interests in Asia — especially Japan — and the security of the Republic of Korea. The U.S. must also keep close ties with Japan, support democratic practices in the Republic of Korea, work for stable relations in East Asia, consult other regional governments as needed, and consult with Congress regularly.
