Defines the key words used in the subchapter. "Administering body" means the entity named in 2431g(c). "Appropriate congressional committees" means the House Committees on International Relations and Appropriations, and the Senate Committees on Foreign Relations and Appropriations. "Beneficiary country" means an eligible country where the authority in 2431d(a)(1), 2431e(a)(1), or 2431f(a)(1) or (2) is used. "Board" means the board named in 2431i. "Developing country with a tropical forest or coral reef" means a country that is low- or middle-income as set by the World Bank (1994 U.S. dollar thresholds of $725 and $8,956, adjusted yearly in the World Development Report) and that has at least one tropical forest or coral reef that is globally outstanding or one of the larger intact blocks. "Eligible country" means a country the President names under 2431c. "Conservation Agreement," "Conservation Facility," and "Conservation Fund" refer to the agreement, Treasury facility, and fund named in 2431g, 2431b, and 2431h. "Coral" means animals in the phylum Cnidaria, including the coral orders listed in the law (for example, stony, soft, black, horny, organpipe, blue, and fire/hydrocorals). "Coral reef" means a reef or shoal made mostly of coral. "Coral reef ecosystem" means the reef plus nearby coastal marine habitats (like seagrasses, mangroves, sandy seabeds, and adjacent coastal areas) that help keep the reef healthy.
