The President can, under the Mutual Educational and Cultural Exchange Act of 1961, fund exchange programs with countries moving from totalitarian rule to democracy, including Poland, Hungary, Czechoslovakia, Bulgaria, and Romania. He may pay for studies, research, teaching, and exchanges for Americans abroad and for foreign participants placed with U.S. businesses, trade groups, unions, chambers, or government agencies. The President may move money from travel accounts of U.S. departments and agencies (except the State Department) into the State Department’s appropriations account to pay for the program, but those transfers must be approved by the House and Senate Appropriations Committees. He may also accept gifts or cost-sharing to support the program.
