Last updated Apr 6, 2026|Official source

Summary

The President can appoint a 12-member J. William Fulbright Foreign Scholarship Board to choose and oversee students, scholars, teachers, trainees, and others for Fulbright programs. When picking board members, the President should consider leaders from cultural and educational groups, student advisers, veterans’ groups, the Departments of Education and Veterans Affairs, and public and private nonprofit schools. When choosing American participants for the programs, preference must be given to people who served in the U.S. Armed Forces, and applicants from all parts of the country should be considered. The President can also set up interagency and other advisory committees and call meetings on educational and cultural matters. Those committees are covered by 31 U.S.C. 1346(b). Committee members and board members get travel pay and per diem at the rate in 5 U.S.C. 5703 while away from home. Committee members who are not federal employees may be paid up to $50 per day for services. Board members, when serving, may be paid up to the daily rate for the first step of GS–15 under 5 U.S.C. 5332. The President can provide staff and secretarial help for the board and any committees.
