Title 22 › Chapter CHAPTER 33— - MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE PROGRAM › § 2458a
Congress lets a federal employee accept grants or other help from a foreign government to join a cultural exchange that meets section 2452(a)(2)(i), has a purpose like section 2451, and is approved by the Secretary of State. "Federal employee" means those listed in 5 U.S.C. 7342(a)(1)(A)–(F), not subparagraph (G). Those grants aren't "gifts" under 5 U.S.C. 7342, and the Secretary of State may make rules to carry this out.
