Defines two words used in the chapter. "Arms control" and "disarmament" mean carrying out international agreements to find, check, inspect, limit, reduce, or remove armed forces and weapons, and to set up international controls or organizations to help keep the peace. "Government agency" means parts of the executive branch—departments, agencies, boards, offices, and officials—and any corporation wholly or partly owned by the United States that works for the U.S. government.
