All research done in the United States that the government pays for, sponsors, co-sponsors, or approves under this law must be set up so information about its uses, products, processes, patents, and other results is available to the public. The Secretary of State can allow limits or exceptions for the public interest, and this does not take away the rights of anyone who already owns related patents.
