The President may make loans, advances, grants, contracts, or other arrangements with people, companies, governments (inside or outside the United States), and international bodies. The President may also accept and use money, property, or services given by gift, grant, or other means for those purposes. When the President decides it helps achieve these goals, he can carry out these actions without following other federal rules about making or changing contracts and spending government money, except for the Renegotiation Act of 1951, as amended.
