The U.S. government must use its voice and vote in the Inter‑American Development Bank, the African Development Fund, and the Asian Development Bank to push those banks to support renewable energy in rural areas. They should promote local, small-scale renewable power; find and test renewable options that could replace fossil fuels in rural projects; train people in renewable energy technologies; fund research on hydropower, biomass, solar photovoltaic, and solar thermal systems; create information networks for policymakers; include renewable supply and demand in energy planning; and work with the Agency for International Development and other aid groups on rural energy programs. “Renewable resource” here means an energy source that meets rural community needs; saves capital without wasting labor; is modest in scale and easy for local people to install and maintain; is acceptable and affordable; and does not harm the environment.
